These terms govern the GBAO permit service (the "Service") operated by Rent2Explore SARL. Permit orders are placed on ountravela.com and are subject to these terms.
1. Legal information and scope

These terms cover the administrative service of obtaining Tajikistan GBAO permits. Rent2Explore is not a travel agency or a carrier, and does not sell package tours. Books, guides and editorial content are sold separately by OunTravela and are subject to their own terms.

2. Mandate
By validating an order, the customer authorises Rent2Explore, in the customer's name and on the customer's behalf, to carry out the administrative formalities required by the competent authorities or local agencies, and to pay the necessary official fees, taxes and local costs (the "Disbursements").
3. Price structure and invoicing
The total price paid by the customer is made up of two distinct parts:
A. Disbursements (no VAT)
This part corresponds to the exact amount charged by the local provider or issuing authority. Under article 267 II 2 of the French General Tax Code, these sums are advanced in the name and on behalf of the customer and re-invoiced euro for euro, with no margin and no VAT. Rent2Explore keeps the corresponding receipts.
B. Data processing fee (subject to VAT)
This fee covers the intangible service of processing data and supplying information for the permit file (data collection and verification, file compilation, transmission to the local provider, status monitoring).
- Customers residing in France or the European Union: the fee is subject to French VAT at the applicable rate.
- Customers residing outside the European Union: VAT is not applicable (out of scope, place of the customer outside the EU) under article 259 B 5 of the French General Tax Code, subject to proof of residence outside the EU.
The customer accepts that Rent2Explore may keep the information needed to establish their location (at least two consistent elements: billing address, declared country of residence, supporting documents, payment information). On the bank statement, the payment appears as "Rent2Explore".
Adjustment
The exact split between the Disbursements and the fee may be adjusted on the final invoice according to exchange rate or official tariff changes, provided the total price agreed at the time of the order stays unchanged for the customer.
4. Waiver of the right of withdrawal
Under article L.221-28 of the French Consumer Code, the right of withdrawal does not apply to services fully performed before the end of the withdrawal period, or to goods made to the customer's specifications (named documents). The customer expressly waives the right of withdrawal as soon as the order is validated, so that processing can begin immediately.
5. Liability and issuance
Rent2Explore is bound by an obligation of means. It handles the file with diligence and passes the information provided by the customer to the authorities.
Rent2Explore cannot be held responsible for a refusal, delay or error attributable exclusively to local or foreign authorities, or to force majeure (border closures, sudden regulatory changes), where the file transmitted was in order. In that case, the data processing fee is retained as compensation for the work performed, and any refund of the Disbursements depends on actual reimbursement by the local authority or provider.
The customer is solely responsible for the accuracy of the information provided (passport numbers, dates, spelling). A new application required because of a customer error is charged in full.
Delay guarantee (commercial gesture)
For processing delays attributable exclusively to Rent2Explore: a delay of more than 24 hours beyond the announced deadline gives a 50% refund of the data processing fee, and a delay of more than 72 hours gives a 100% refund of that fee. No other compensation may be claimed.
6. Personal data
Data is collected to perform the service and is handled in accordance with our Privacy Policy. Where the permit requires it, the customer accepts the transfer of their data to partners located outside the EU, under article 49.1.b of the GDPR. Sensitive documents (passports, identity scans) are deleted within a maximum of one month of transmission, unless the law requires otherwise.
7. Applicable law and mediation
These terms are governed by French law. In the event of an unresolved dispute, a consumer may refer the matter free of charge to the consumer mediator CM2C (cm2c.net). Failing an amicable agreement, the courts of Pau (France) shall have exclusive jurisdiction.
